In the course of his address to the news conference, Foreign Minister Frattini dwelt also on the issue of climate change, stressing that Europe cannot adopt pollution prevention measures single-handed if major manufacturing countries such as the United States, China and India fail to join in the effort to cut emissions. In Frattini's view, the real challenge lies in getting non-European countries to accept the post-Kyoto process and the Copenhagen negotiations, because the European countries cannot be the only ones to adopt self-regulatory measures. This will be the joint challenge facing the energy and environment ministers.
